The Lang Report

A Working Party, under the chairmanship of Sir John Lang, GCB, and including a number of distinguished members, was appointed by the Minister with Special Responsibility for Sport to examine the problems involved in football crowd behaviour to which attention had been called a few months previously by the Harrington Report. Sir John's Report was presented on 21st November, 1969 and by way of introduction said:


"The Working Party was dealing with a subject which has been discussed almost ad nauseam during recent years. Not unexpectedly, the Working Party has not found a single solution for a problem which is often due to a combination of factors...".
